TRAINING BRANCH CHIEF

As a Training Branch Chief, GS-1712-12, you will perform the following duties:
State proponent and subject matter expert in Army training management principles. Plans and administers the training program for the State ARNG. Directs the activities of the Training Branch. Determines specific training objectives. Develops short range and long range training plans to meet federal missions and support state security and emergency missions. Develops training policies, directives and Standard Operating Procedures (SOP) applicable to the state ARNG. Reviews, evaluates, approves and authenticates training plans, programs and directives of subordinate units and provides overall direction. Identifies shortfalls, conflicts, and opportunities in training plans and schedules. Provides guidance and assistance to subordinate commanders and training personnel in correcting deficiencies. Analyzes and interprets training policies, procedures and programs from Army staff to battalion levels for commanders, staff, and training personnel. Directs, coordinates and resolves conflicts with subordinate, lateral, and active component units for the preparation of site, date, plans, and schedules for Annual Training (AT) and Inactive Duty Training (IDT) periods as a result of the formal state plan. Manages training resources. Identifies resources required to execute proposed state training plan, prioritizes training, recommends to the Adjutant General approval or disapproval of unresourced training, and recommends alternative resourcing. Responsible for programming, planning, budgeting, and execution of annual training, inactive duty training, schools and other special training funds amounting to approximately 50% of the state Command Operating Budget (COB). Serves as primary member of State Level II Program Budget Advisory Committee (PBAC). Prepares and participates in State Level II PBAC actions to ensure prioritization of funding meets readiness goals of the Adjutant General for producing unit readiness in support of the Global War on Terrorism, Major Combat Operations, and Operations Other than War. Performs studies and analyses of G-3/5/7 program funding, budget and financial management procedures. Continually analyzes program funding and budget information against organizational goals and objectives and presents findings and recommendations to management to ensue it meets or exceeds these goals and objectives. Develops and recommends new budgetary and financial management procedures in accordance with organizational objectives and financial management systems. Provides management advisory services to senior guard leaders concerning the training program. Provides technical expertise on military theory, tactics, operations, organizations, methods and principles pertaining to military training. Performs periodic staff visits to conduct training management inspections and assistance visits to major subordinate commands to evaluate unit training and ensure compliance with Army programs. Manages and provides information to the Distributed Learning position concerning Army Distributive Learning systems including development, and use of Distributive Training Technology Program (DTTP) Classrooms and other distance learning programs. Manages usage, maintenance and training of virtual and constructive training devices assigned to the state Army National Guard (ARNG). Coordinates the State Competitive Marksmanship Program and state participation in national marksmanship competitions. Monitors quality of tests and preparation for the Army Physical Fitness Test. Prepares and executes Competitive Event Plans. Conducts studies in conjunction with special projects as assigned by the G3/5/7, which involve gathering and compiling facts data associated with the project. Supervises the work of four or more subordinates and makes assignments based on priorities, difficulty, requirements of the assignment, and the capabilities of the individual employees. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards and monitors and evaluates employee performances. Assists employees in reaching performance goals. Informs subordinates of agency policies, personnel and other management programs. Provides leadership, advice and counsel on work and administrative matters. Hears and resolves complaints and grievances from employees which can be informally resolved, and/or make recommendations for resolution to appropriate deciding officials. Identifies developmental needed of employees. Approves or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, and Labor-Management Relations and other similar special emphasis programs. Experience:
All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability. Experience:
Must have at least 12 months experience equivalent to at least GS-11; and, at least three full academic years of progressively higher level college program completed course accomplishments. Experienced in particular knowledge, skills, abilities and behaviors to successfully perform the duties of the position. Additionally, all applicants must have completed two years of training experiences which equipped the applicant with the particular competencies (Skills, Knowledge, Abilities and Behaviors) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in military training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in conducting, supervising, and/or developing education and training programs. Experienced in managing programs to include, but not limited to developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge in conducting audio-visual presentations, educational tests and measurements, and instructing techniques is mandatory. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in subject principles and applications to students using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in completing student progress evaluations and using training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment. Experienced in maintains attendance records and requisitions supplies. Must have competencies (Skills, Knowledge, Abilities and Behaviors) in managing and supervising work functions and discipline requirements. Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Must have experiences in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included Information Protection program training and guiding employees on programs and through assigned tasks. Experiences involved balancing Information Protection program requirements and providing advice, guidance, and direction on a wide variety of the program's policies and employee performance administrative issues. Experienced in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes. Previous supervisory experiences created improvements in mentoring, training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated experiences or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
