Health System Specialist - Administrative Performance Improvement (PI) Specialist

Duties include but are not limited to:
Serves as consultant and advisor to the Director, Quality, Performance Improvement and Accreditation and appropriate management officials in pursuit of quality, performance improvement and efficiency related matters. Coordinates performance improvement within the administrative services throughout the organization. Observes processes and procedures, analyzes data, helps plan and implement performance improvement projects, and assesses the effectiveness of the projects. Responsible for compliance with accreditation standards and requirements across a variety of federal and regulatory agencies such as The Joint Commission, Office of Inspector General, Long-Term Care Institute, National Fire Protection Association, Environmental Protection Agency, and Occupational Safety and Health Administration. Serves as facility POC for any on-site accreditation/regulatory surveys; these on-site surveys may extend normal tour of duty. Analyzes compliance and accreditation standards, regulatory rules and hospital policies through evaluation of system improvement to ensure optimal organizational compliance with survey regulations Assists in coordinating internal review systems to ensure administrative activities are in compliance with agency and accrediting and regulatory requirements. Provides consultation, recommendations, compliance information and data to assigned services, which include Facilities and Engineering, Human Resources Management, Finance and Accounting, Logistics, Police and Security, Public and Community Relations, Information Resources Management, Environmental Management, and Medical Administration Services and other services as needed. Serves as facility POC to the Pentad member responsible for the above references administrative services. Responsible for continuous survey/accreditation readiness for various administrative services and administrative support departments. Tracks and participates in all survey processes that affect the administrative services. Writes and/or reviews and edits corrective Action Plans to incorporate long-term and short-term program goals, purposes, objectives, components, responsibilities, scope, procedures, evaluation and definitions. Prepares, revises and updates both initial and periodic Action Plans for final review/concurrence by the Quality, Performance improvement and Accreditation Director. Works collaboratively with key stakeholders in the development of programmatic goals in Quality, Performance Improvement and Accreditation. For this GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically includes, but are not limited to:
knowledge of regulations, standards, procedures, methods and techniques related to administrative operations of a complex multi-campus health care system, understanding the impact that problem resolution options may have on patient care as they relate to Performance Improvement (PI), applying various standards, directives, legislation, and policies related to PI; this includes knowledge of TJC/LTCI/CARF accreditation standards and requirements, and service specific quality management-related regulations, interpreting and recommending revisions to local policy and procedures based on these standards and requirements, knowledge of automation systems as they relate to PI and must be able to demonstrate competency in the application and use of data collection, data aggregation, data analysis, and analyzed data display to allow rapid understanding of complex information, knowledge of evaluation techniques to analyze facts and events relative to conditions or trends (and the ability to propose solutions to resolve problem areas noted during review processes), communicating effectively to gather data, present information, and make recommendations both orally and in writing. Physical Requirements:
The incumbent must work throughout all areas of the health care system. In some cases, he/she must go in out-of-the-way areas such as pipe chases, roofs, attics, interstitial spaces, equipment rooms, etc., which may require walking kneeling, bending, stooping, crawling, etc. He/she will be required to wear personal protective equipment as necessary. Project demands may require work at other than normal administrative hours.
