If selected for this position, you will perform the following:
Supervise at least 2 teams of 3 or more Grants Management Specialists, 2 of whom are at the GS-13 grade in each team, in providing grants management support to an IC or major component of OD. Responsible for the negotiation, award, and administration of grants and cooperative agreements within the assigned organization, and for monitoring the grants process to ensure that all required business management actions are performed by the recipient and the Government in a timely manner. Responsible for managing and coordinating a complex grants portfolio including Institutional Assistance Grants, Cooperative Agreements, and highly technical special projects. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistent follow-up to assure receipt of required documentation. Insures awardees are in compliance with established administrative and financial policies, procedures, and sound business practices. Participate in the planning and business management of the full range of grants and renewal applications for the assigned Institute/Center, including clinical trial networks or a program of comparable complexity. Initial awards are typically competed for five years, subject to annual review for continuation. Many individual awards are for several million dollars, require unique protocols, and involve extensive subcontracting and/or multiple Principal Investigators. Perform post-award monitoring of grants and cooperative agreements similar to those noted above under pre-award activities. Reviews requested changes and approves those that are consistent with NIH and DHHS policies and procedures, exercising commitment authority to obligate funds. Develops innovative grant arrangements to resolve critical and unprecedented program needs. In order to meet the Basic Qualification Requirements for the GS-1109-15 position, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
providing leadership and oversight to support grants administration programs; assuring that grant awards are issued in accordance with applicable laws, regulations, and policies; analyzing new or proposed grant-related legislation in order to develop or update grant policies/procedures; providing advice and guidance to senior managers on grant policies and program plans and/or strategies; evaluating issues of concern involving grant personnel and recipient organizations, and render decisions on appropriate terms and conditions of award. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
