Duties include but are not limited to:
Project Management Execution and Control:
Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. As the project team leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Negotiates and integrates all Health Care System functions (i.e., design, cost engineering, construction, contracting, etc.) stakeholder/customer needs, and other agencies' commitments in support of assigned project into a comprehensive management plan. Within this plan, integrates Executive/Congressional schedules and criteria and establishes project scope and criteria, parties, assumptions and risks, contingencies, and performance measurement criteria. Responsible for obtaining and maintaining the Health Care System's corporate commitment to the management plan. Participates in Health Care System programming decisions affecting long-range and short-range courses of action for assigned projects. Provides input to the Health Care System's operating budget related to projects assigned. Space and Equipment Planning and Activation:
Coordinates the planning, design, cost engineering, construction, equipment commissioning and space activation for initial outfitting projects of substantial breadth, scope and complexity as measured by the size and functional diversity indicative of VAMHCS' complexity level 1b medical environment of care, encompassing advanced clinical programs such as Interventional Cardiac Cath Lab, Neurosurgery, Radiation Oncology, Interventional Radiology, Acute Inpatient Mental Health, Medical and Surgical Intensive Inpatient Care, Medical Research, Resident Nursing Home and Hospice Care through multi-campus facilities geographically dispersed across the State of Maryland. Projects managed are complicated by responsibility for projects in different locations or under the control of different managers; multiple-party interest; and in compliance with numerous accreditation bodies, federal and hospital statutory and regulatory procedures, state and local jurisdictional policies. Project Scheduling and Budgeting:
Controls and manages project milestones and budgets from planning through construction and project turnover. Recommends allocation of project funds to Health Care System elements consistent with progress attained and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate and identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Based on performance trends, forecasts schedule, budget, manpower, or quality problems and ensures proper resolution of issues raised. Stakeholder Coordination and Communication:
Represents the Health Care System's Executive Leadership Team (Pentad) as primary point of contact for activations programs and projects with stakeholders/customers; other external organizations; and higher authorities. Responsible for keeping the stakeholder/customer fully informed of project progress, issues and coordinating directly with Service Level Chiefs, Clinical Directors and Nurse Managers as needed to facilitate a resolution, and resolve impacts associated with cost and schedule. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
analyzed problems to identify significant factors, gather pertinent data, and recognized solutions; planned and organized work; communicated effectively both orally and in writing. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possessed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this grade (GS-11), A major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture or interior environmental design, or passage of the National Council for Interior Design Qualifications (NCIDQ) examination. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. To qualify you must possess a combination of successfully completed graduate education and specialized experience directly related to the work of the Building Management Specialist position, which may be used to meet the experience requirements for this GS-11 position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE:
Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. You will be rated on the following Competencies for this position:

The work is principally sedentary, however, onsite observation of construction operations may require walking, standing, bending, climbing, etc. on an active construction site. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
