The Water and Science Administration, Groundwater Discharge Permits Division is recruiting for a Regulatory Compliance Engineer Supervisor.
This is a position specific recruitment for the Maryland Department of the Environment.
This recruitment will be used to fill current and future vacancies for this position/function only.

GRADE 21 LOCATION OF POSITION Maryland Department of the Environment Water and Science Administration 1800 Washington Blvd.
Main Purpose of Job This position functions as the Division Chief of the Ground Water Discharge Permits Division.
This is a supervisory position that will supervise and lead both technical and administrative staff.
With a strong engineering and hydrogeological background, the incumbent will provide recommendations for developing State policies, initiatives and directives regarding nutrient control, reclaimed water reuse and water quality protection.
The incumbent in this position, will apply management experience and skills to manage the activities and staff in the Water and Science Administration's Groundwater Discharge Permit Division, and the Federal Underground Injection Control Program (UIC), which was delegated to the Maryland Department of the Environment (MDE) by the US EPA.
The incumbent will consult with and lead regional sanitarians in the development of large onsite septic system permits.
In addition, the incumbent will also serve as the lead engineer in preparing and issuing the municipal groundwater discharge permits.
MINIMUM
Qualifications Education:
Bachelor's degree in engineering or architecture from an accredited college or university.
Experience:
Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.
Notes:
1.
A Bachelor's degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area may be substituted for the engineering degree.
2.
Possession of a Master's degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.
3.
Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement and one year of the required experience.
4.
Candidates may substitute US Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS It is preferred that the selected candidate has the following:
Bachelor's degree in Environmental, Civil, or Chemical Engineering; Strong Management Skills; Experience in environmental engineering; Experience in groundwater hydrology and pollution control; Experience in providing technical and administrative support; Experience in public service; Experience supervising a professional environmental staff.
It is also preferred that the selected candidate be a licensed Professional Engineer.
LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
