Sr. Grants and Contracts Analyst

The Center for American Indian Health (CAIH) is located administratively withinInternational Health at the Johns Hopkins Bloomberg School of Public Health.
The core activitieshoused at CAIH include research studies of infectious diseases and behavioral health, and a trainingprogram.
CAIH is currently seeking a qualified person to work within a team to coordinate activitiesrelated to the pre-award and post-award grants and contracts activities. This position will providesupport to Financial Manager and CAIH faculty. (This involves proposal preparation, budgetdevelopment, payroll/effort management, subaward and service contract setup and maintenance,account maintenance and oversight, Procurement card monitoring, billing, reporting, compliance,and close-out.)
Reports directly to the Financial Manager. Provide broad/in-depth professionaladministrative level guidance on protocol, JHU and sponsor's regulations and guidelines to PrincipalInvestigator (PI) and other scientific/research professionals, both within the University and otherassociated research/administrative professional outside of the University.
Offer guidance andlearning support to other CAIH staff.
Work independently on a variety of complex levelgrants/contracts, including those from Industry, NIH, Tribal Partners, and Private Foundations.(These grants, contracts and awards may involve highly detailed budgets, multiple projects, coresand subawards.) Work directly with management of non-sponsored funds and CAIH payrollmanagement.
Pre-award activities include:
Proposal preparation
Budget development
Completing sponsored paperwork
Creating proposal record
Working with all sub sites to acquire required forms for subawards
Working with all sub sites to acquire required forms for subawards application of appropriate indirect costs rates and cost calculations
Assisting with budget justification
Post-award activities:
Duties include coordination in the development and implementation ofadministrative processes related to sponsored projects. Prepare overall spending and financialreports, monitor monthly expenditures subawards, budget projections, payroll and expendituretransfers.
Reconcile Procurement Card. Pre-review and post-review of effort forms. Prepare andperform maintenance of subawards, independent contractors, and service contracts from start tofinish.
Prepare, develop and review investigator financial reports using SAP and other institutionalreporting systems to analyze and identify issues with expenses charged to the award to reduce therisk of over-expenditure for CAIH faculty. Meet with faculty on a regular basis regarding the statusof grants/accounts.
Prepare 12-month salary support projections for all faculty PIs/support staff andidentify potential support gaps. Advise faculty and staff on changes in sponsored research policies.Manage accounts to ensure grants and contracts are expended in accordance with sponsoringorganizations requirements and University guidelines.
Create and maintain positive communicationand working relationships with all areas within JHU; Department Administration, SponsoredProjects, Office of Research Administration, and Controller's Office. Review documents forfinancial, administrative, and operational compliance. Independently perform a variety ofadministrative and financial functions.
Payroll management:Maintain system to track faculty/staffpayroll information and generate reports. Implement system to monitor/resolve payroll issues:control salary and salary distribution. Travel quarterly to the field and perform other duties asrequired.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
