Director, Operations

Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of Director, Operations, for a full time position in a hybrid work environment, in Baltimore, Maryland.
This position reports to Vice President, Operations and collaborates to optimize BHSB's organizational operating capabilities to effectively advance its mission, guided by the values of the organization.
This position is part of the organization's leadership team, with responsibility for overseeing the Operations Team, which supports BHSB's daily operations.
A key priority is to develop standard and transparent processes that ensure integration and shared accountability across teams, utilizing a collaborative, inclusive, and anti-racist approach.
A major emphasis involves writing policies, procedures, reports, and other documents.
The position is expected to strategically plan and implement initiatives in partnership with the Vice President, Operations.
Essential Functions Procurement processes Develop and oversee BHSB's procurement policies and procedures to ensure equitable, consistent, and unbiased processes that manage organizational risk, result in the selection of the most qualified applicants, and advance BHSB's commitment to advancing antiracist policies and practices Understand and keep up to date on local, state, and national regulations and policies that are relevant to BHSB's procurements Monitor all competitive procurements and flag areas of potential organizational risk to the Vice President, Operations & Chief Operating Officer Ensure that staff members coordinating each competitive procurement issued by BHSB understand and adhere to the expectations of this role Oversee the development of procurement documents (e.
g.
, Request for Proposals, screening and rating tools, email communication, etc.
) Funding and contracting processes Facilitate BHSB's Funding & Contracting Workgroup, which is responsible for developing, reviewing, and implementing contracting processes across departments and teams to advance BHSB's core values and ensure collective and individual accountability in managing BHSB's funding with a high level of efficiency, accuracy, and compliance Update BHSB's Contracting Manual as needed Collaborate with the Technical Specialist and other BHSB staff to ensure the Contract Management System (CMS) supports BHSB's contracting processes Collaborate with staff to prepare and submit grant applications as needed Organizational leadership Facilitate cross-departmental meetings and workgroups, modeling an approach that operationalizes BHSB's values of equity, quality, collaboration, integrity, and innovation and integrates BHSB's work across teams and departments Collaborate with the other members of the leadership team to oversee and manage the daily operations of the organization Collaborate with other staff to write and update organizational policies and procedures Collaborate with the Vice President, Operations and staff across the organization to write the annual plan and other reports and documents Collaborate with the Vice President, Operations to ensure organization-wide compliance with Health Insurance Portability and Accountability Act (HIPAA) rules and regulations Collaborate with the Vice President, Operations to oversee implementation of the organization's strategic plan Clearly and appropriately communicate processes and other information to staff using multiple methods and approaches, to support adult learning, including written and spoken Team leadership Oversee and guide the daily activities of the Operations Team Lead the Operations Team in developing and implementing innovative and data-driven processes that leverage technology to increase the efficiency, accuracy, and transparency of BHSB's operations Ensure effective collaborative partnerships among the Operations Team members and with internal and external partners Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance Identify opportunities for Operations Team members to provide operational and project management support to cross-organizational workgroups Other Work effectively and collaboratively with others, both internally and externally to BHSB.

Serve as part of BHSB's disaster response team as needed, in any capacity that is needed.
To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI).
It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI accessed by any employee on the team and will follow all BHSB's policies and procedures related to the Health Insurance Portability and Accountability Act (HIPAA).

Knowledge, Skills and Abilities Required Bachelor's degree required Minimum of five (5) years of progressively responsible supervisory and operational experience in a nonprofit, private sector, governmental system, or behavioral healthcare provider Knowledge of nonprofit operations and experience leading competitive procurements and cross-organizational contracting processes required Experience embedding anti-racist and anti-oppressive principles into organizational processes Experience writing policies and procedures Strong writing skills and experience writing for varying audiences and for varying purposes, including reports, procedures, grant applications, and other documents Knowledge of the public behavioral health system preferred Proven track record of demonstrating sound independent judgment to determine appropriate course of action in resolving problems and implementing project goals Ability to communicate effectively in an interdisciplinary, culturally diverse setting with staff, stakeholders, and regulatory agencies Ability to develop and lead collaborative teams to facilitate critical thinking and problem-solving Experience recruiting, managing, and developing a strong and collaborative operations team Experience using data to inform decision making It is expected that everyone at BHSB respect individual rights, treats everyone with courtesy and consideration and maintains mutual respect in our working relationships.

Supervisory Requirements:
This position supervises six positions.
This role may require travel to other locations for meetings and other business-related needs.
Ability to travel locally 50% of the time is required.
It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

The organization offers its employees a competitive compensation package which includes base pay, comprehensive benefits plan and equitable, hybrid, family friendly work environment and practices.
This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase.
The annualized starting base salary for this position is $107,147.
The benefits plan includes comprehensive Medical and HRA, Dental and Vision coverage, as well as a choice of 4 FSA plans and an employee paid Legal benefit.
BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday.
Medical plan participants receive a $5,000/$10,000 debit card to cover eligible deductible and copay expenses, depending on chosen coverage.
