Job Description Scope The Program Manager, Resettlement is responsible for the overall management and supervision of IRC's core resettlement programs in the Baltimore area, which is a portfolio that currently includes, but is not limited to:
the federally funded Reception and Placement program for newly arriving refugees, the federally funded Afghan Placement Assistance program, the State of Maryland Public Private Partnership (PPP) for refugees and asylees, and case management for the federally funded Matching Grant program. This position also ensures related logistics and cultural orientation needs are met. Essential Job Functions Responsibilities include but are not limited to:
Staff Management:
Oversee the recruitment, hiring and training of casework staff and ensure that they are managed in accordance with IRC's success model and people manager standards. Oversee operations of the resettlement team providing logistics, case management, and cultural orientation to approximately 1,000 newly arrived refugee and Afghan parolee clients per year and an additional 150-200 walk-in asylee and humanitarian immigrant clients. Provide guidance, leadership and direct support in all aspects of service provision. Evaluate and report staff performance. Provide career development and learning opportunities to direct reports and all resettlement team members to build the service delivery leadership strengths of all within the department. Compliance & Documentation:
Monitor the delivery of core services to ensure compliance with all program standards and grant requirements in accordance with donor and IRC. Oversee budget and approve expenses, ensuring costs are maintained within allocated budgets. Ensure that all electronic and hard case files and databases are maintained in accordance with policies and guidelines. Ensure timely delivery of all required grant reports. Act as principal liaison with IRC Headquarters Resettlement Team Team/Office Participation:
Maintain ongoing communication with the deputy director and executive director on the status of programs, clients and outcomes and provide timely reports on any management and contract compliance issues. Participate actively on the program leads team and liaise with other program managers to ensure efficient collaboration with all department in the delivery of quality services. Participate in the development and writing of grant proposals in support of the work of the resettlement team. Represent IRC in meetings and events with local partners and community stakeholders. Other duties as assigned. REQUIREMENTS:
Bachelor's degree required, advanced degree in related field preferred; A minimum of five years of program management experience, including program development, monitoring, and evaluation experience; A minimum of two years supervisory experience in human services; Familiarity with federally funded refugee/asylee/immigrant casework programs, with an understanding of strategies and best practices that build self-sufficiency Previous financial management
Experience:
the ability to effectively manage program budgets and financial matters; Demonstrated ability to utilize databases and Microsoft Excel to track and analyze data. Excellent interpersonal skills:
the ability to work effectively with partners and colleagues in a cross-cultural, multi-disciplinary environment; Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines; Excellent writing and verbal communication abilities; Fluency in English required; fluency in a second language of local client base a plus. Demonstrated proficiency in working with MS Office and web-based applications; Valid driver's license and reliable access to an insured vehicle. Working Environment:
A combination of standard office environment, remote work, and 'field' time within the service delivery area to perform the above outlined responsibilities. Some evening and weekend hours will be required. Salary Range:
$80K -- $100K
Minimum Qualification
Program ManagementEstimated Salary: $20 to $28 per hour based on qualifications.
