Baltimore Street Baltimore, MD 21201 POSITION DUTIES The Specialist, Leadership Development and Continuous Improvement provides support to foster the growth of effective teachers and leaders.
The Specialist will facilitate professional learning experiences, provide technical assistance, and identify resources that focus on building capacity for teacher and administrator preparation programs to incorporate content, field, and clinical experiences that address the unique needs of low-performing schools; ensuring compliance with established policies and regulations regarding teacher and principal evaluations and adopted leadership standards; creating shared accountability and leadership structures; planning and managing staff turnover and succession; providing opportunities for effective induction, mentoring, and coaching of educators in low-performing schools; fostering continuous improvement of individual and collective instructional capacity to achieve outcomes envisioned for each student; delivering actionable feedback about instruction and other professional practices through valid, research-anchored systems of supervision and evaluation; and developing and implementing school improvement plans with a high-level of fidelity.
Duties include:
Facilitate professional learning experiences for school leaders.
Facilitate professional learning experiences with faculty from educator preparation programs and institutions of higher education.
Assist local education agency (LEA) leaders in complying with established policies and regulations regarding teacher and principal evaluations (TPE).
Provide technical assistance and programmatic guidance to LEA leaders.
Implement School Improvement initiatives.
Collaborate with school leaders to identify and prioritize school improvement needs.
Deliver on-site and virtual support to LEA educators and central office staff.
Participate in Title I monitoring visits, learning walks, central support team meetings, and other meetings focused on improving low-performing schools.
Develops reports and shares effective practices and lessons learned.
Reviews and updates web content for the Office of Leadership Development and Continuous Improvement.
Manages select contract and grant deliverables.
Coordinate meeting logistics.
Develops written and/or verbal responses to workflow and constituent correspondences.
MINIMUM
Qualifications Education:
A Master's degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.
Experience:
Four years of administrative or teaching experience in, or affiliated with, an education program, including 2 years of experience in the areas of leadership development, coaching, school improvement, professional learning and transformation initiatives.
Notes:
1.
Candidates may substitute a Bachelor's degree and six years of experience directly related to the position option for the required education.
2.
Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.
3.
The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.
The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
