Position Summary
A Professional Development & Learning Coordinator is a full performance professional level worker in the Human Resources Office or Department. This positions reports to the Assistant Director of Human Resources. Employees in this class are responsible for the coordination, management, scheduling, implementing a wide variety of professional development programs to improve the skill levels of exempt and non-exempt staff. Employees may be responsible for facilitating and designing training, conducting new employee orientations, researching best practices for staff development programs which are beneficial to the overall goals of the college.

Requirements:
Required Qualification

Minimum Requirements:
Education Master's Degree in Education, Organizational Development, Human Resources or related field from an accredited college or university.
Minimum of two (2) years progressive experience in training or in an organizational development department as an HR Generalist;
Certified Professional in Learning and Performance (CPLP) or a level equivalent to CPLP accreditation; or five (5) years of organizational development, training, teaching or related HR experience.
Special Requirements:
Final candidates will be subject to a background investigation.
Essential Functions
Provide advice and counsel to management on the development of professional staff by conducting needs assessments; develop and distribute online surveys and analyze the results;
? Communicates changes in College personnel policies and procedures to staff;
? Organizational consultant for operational effectiveness and assessments through programs which drive commitment to excellence and division/ department efficiency;
? Research best practices on higher education trends in professional development and training; recommend methods to analyze and track the quality and effectiveness of HR's Professional Development Program;
? Assist the HR Associate Director with new employee orientation, provides support and counsel for development of new employee onboarding program, individual development plans for new staff, and collaborates with supervisors, coordinators and other leaders to increase the effectiveness of new hires: Researches promotional opportunities for PIN and contractual positions;
? Develop and implement a structured performance system to link employee performance to College's strategic plan; define expected standards and prepares managers for the five phases of performance management: plan, monitor, develop, rate and reward;
? Create a College-wide training program and curriculum to develop College leadership and improve individual performance and personal growth;
? Oversee annual performance reviews, coach supervisors on effective performance management;
? Create follow-up action plans that reinforce the transfer of skills trained in the classroom back into the daily work environment;
? Work effectively as team member with other HR professionals;
? Participate, lead and direct special programs as needed;
? Build knowledge and expertise required to design and develop high quality training content by conducting research and benchmarking activities;
? Design and develop all aspects of assigned courses at the level appropriate for their specific target audience; Use the ADDIE Model of Instructional design;
? Evaluate the effectiveness of learning with the use of technology, i.e. Blackboard, Webex, Internet-based training, multimedia programs, distance learning, satellite training, or other computer-aided instruction; conduct follow-up studies of all completed training to evaluate and measure results;
? Track and maintain professional development participation records;
? Liaison between outside training vendors and the college.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
